PUBLIC NOTICE City of JohnstownÑOakhurst Sanitary/Storm Sewer Separation Project, Phase I The City of Johnstown is in the process of applying for a loan from PENNVEST (Pennsylvania Infrastructure Investment Authority) to fund the first phase of sanitary and storm sewer rehabilitation in the Oakhurst area. Construction is scheduled to begin in the spring of 2014 that will complete about half of the Oakhurst area. The amount of the loan is estimated to be between ten and eleven million dollars to be repaid over a minimum twenty year period with an average interest rate of approximately one percent. City customerÕs user rates will not be affected by the repayment of this loan. A 30-day comment period has been established to allow the general public to review and comment on the proposed project. The 30-day period will begin on August 19, 2013 and conclude on September 18, 2013.
